You need to know a story on the usage of "not" v. "no" to appreciate it.
In 1988, Bentsen said the following to Quayle in VP debate:
"... Kennedy was a friend of mine. Senator, you're no Jack Kennedy..."
Why did Bentsen use "not" Kennedy?
"Not" means "different" which is a logical statement of "fact" that none, other than Kennedy himself, is Jack Kennedy. For this context, "not" is very weak. 你不是Kennedy
"No" means "beyond comparison" which is emotional and proper to identify Quayle being beyond comparison with Kennedy. 你與Kennedy沒得比
