"hang out" = 出來hea/逛街/食吓飯/敘敘/遊玩...

三句都正確-由於是口語寫成文字會跟學校學的正統句子有點差別的
1) I wanted to hang out with you.
我(講過-past tense)想跟你出來敘敘/遊玩

2) I understand if you don't wanna hang out again
假如你不想再出來敘敘/逛街，我也不會介意(=會明白)

3) when I do visit Hong Kong again we can go hang out
當我再來香港時，我們可以出來敘敘/遊玩

hang 這裡跟【掛】一點關係都沒有。
“hang out” 一起才是一個詞，在美國青少年間很流行，中文比較傳神的翻譯應該是廣東話的【蒲】字。

When I visit Hong Kong again we can go hang out.
下次我返香港，我地可以再出去一齊蒲。

I understand if you don't wanna hang out again.
我明白（了解）你（暫時）吾想（方便）出去蒲。

I want to hang out with you.
我想（中意）同你一齊蒲。

hang out 亦可以用在 family。
hang out with my family。
這時候翻譯成【蒲】就不大合適了。我們很少說【同屋企人一齊蒲】，我們會說【同屋企人係埋一齊】。

hang out 亦可以說成 hang around，意義一樣。
I like to hang out with you.
I like to hang around with you.
意思一樣。

"hang out" is a phrasal verb, meaning "to spend a lot of time in a particular place". 中文解: "閒逛"

就是表示和朋友或家人在一起打發時間，吃喝玩樂的意思
