To resolve the problem of Unauthorized Building Work, I suggest the following changes:

First suggestion: Provide more power to the Authority to enter premises
Elaboration: 1.) Provide rights to enter through a system of Warrant, the Warrant will provide rights to enter, if the owner refuse the authorities to enter, he/she will subject to criminal prosecution. (since one of the problem is that the officer find themselves not being able to enter the premises for inspection, this caused delay and wasted afford on inspecting unauthorized building work) 2.) If the problem still unresolvable, the government should have rights to remove the unauthorized work (maybe with a warning letter asking the owner should remove the unauthorized building work within certain period of time, say 28 days) and the charges of the removal will be bear by the owner.

Second suggestion: Increase the number of officers
Elaboration: One of the problem is that, there are not enough officers to handle the work load, if the government will provide a better offer to officers and open up more job spaces for inspection officers, it could ease up spotting of the unauthorized building work.
