before you do anything you must be sure you know the facts and can back them up with solid proof because if you're wrong you are setting yourself up for serious legal problems.

You should report it to Canada immigration department. The person from Canada will be charged with fraud. The person from away will be charged and then be deported back to their country.

I am not from Canada but I guess the best place to start is to ask the district clerk in the county where you live about the subject. They will probably do not have the exact answer [or maybe they will] but they will know numbers and addresses of the right people that may help you with the problem.
