Situations of trust and confidence?

What's meant by "to guarantee the fidelity of individuals filling situations of trust or confidence"? Does it mean trustee? And what's the difference between "trust" and "confidence" here?

yes. Basically well in my opinion in order to have confidence you MUST have trust. Without trust confidence does not exist and once broken trust or confidence nothing in my opinion can repair either of the two.
