For the general equation of circlex^2 + y^2 + Dx + Ey + F = 0
Sub. the special point (a,b) in the L.H.S. x^2 + y^2 + Dx + Ey + F
< 0 inside the circle
= 0 on the circle
> 0 outside the circle
