to pay the in-state tuition

A US born HK student of which both parents are HK people. I ve been studying in a CC of NYState for 2 yrs and is now applying for a transfer program to the 3rd yr of the Stony Brook University. I am living now in the campus and during sch holidays , I manage to stay in my relative's home.
As my parents are working and living in HK , can i eligible to get the in-state tuition fee. And is it difficult for me to apply for scholarships as my academic performance is not pretty good ( GPA is abt 3.5- 3.8 ) and my english is not excellent. I know the out of state tuition fee is quite expensive and will give my parents great financial burden. Pl give me some advice . Thank you

1. You are not entitled for out-of-state tuition. Tuition is assessed based on your parents', not your residency. (However, if you are born in New York or the school has mistakenly think you live in New York for your entire life, then it is another story).

2. Each scholarship has its own requirement. Academic performance is one of them. Your parents' financial background will be considered as well. So there is no way to comment if you can get a scholarship or not.

3. If you don't want your parents to suffer the burden, you can borrow money on your own to finance your own studies.
