What is the meaning/purpose of the $ sign which used in setting format in excel. Like below formular for example.

Of course, if you do not "COPY" the formula to other cells, there will be no difference.Using the $ sign in formulas is using "ABSOLUTE" addressing.
Do not use $ sign in formulas is using "RELATIVE" addressing.
You may refer to the HELP menu to learn more about the two addressing modes and how formulas are "changed" when they are copied to other cells.
