No, I'm afraid there's no one format that will apply to all times. If it is a round number, i.e. 5, 10, 15, 20, 25 and 30, 35, 40, 45, 50 then you say it differently from the odd minutes in between.
For 2:01: It's one minute past 2, or, it's two-oh-one.
For 2:02: It's two minutes past 2, or, it's two-oh-two.
For 2:03: It's three minutes past 2, or, it's two-oh-three.
For 2:04: It's four minutes past 2, or, it's two-oh-four.
For 2:05: It's five past two, or, it's two-oh-five. (note: do not say "minutes" for 2:05)
For 2:06 to 2:09 as in 01 -- 04 substituting correct numbers.
For 2:10: It's ten past two, or it's two-ten
For 2:11: It's 11 minutes past two, or two-11
For 2:12: It's 12 minutes past two, or, two-12
[etc]
For 2:15: It's two-fifteen, or it's a quarter past 2
For 2:16: It's 16 minutes past 2, or, it's 2:16
[etc]
For 2:25: It's 25 past 2, or, it's 2-25
For 2:30: It's two-thirty, or, it's half past two.
For 2:40: It's two-forty
For 2:45: It's 2-45, or, it's quarter to 3
For 2:50: It's 2:50, or it's ten to 3
For 2:51: It's 2:51, or, it's nine minutes to 3. (note you need to include the word "minutes" because it's not a multiple of 5.)
