1. Without knowing where you are at, it is difficult to say if SAT is difficult for you unless you take one.Usually, most people from Hong Kong will experience a lower score in verbal and writing and a relatively high score in reasoning.
2. Unless you reach 18 years old, no.
3. Yes.
4. Not less than 3.0 at the least.
5. It does not really matter - as you have a higher education.
6. A lot of them have art courses. You will have to specify what kind of arts you want.
7. Usually, the entire community college will take about 2-3 years to complete.
8. Yes in theory. But due to budget issue, it will delay you somehow.
