1. You must have a Smart ID.Without that, Hong Kong is the only choice.
2. You must have an account in Hong Kong.
You can request any banks who have business in both Hong Kong and the U.S. to open one for you, for a fee.
3. Apply by paper (unless your "new" account has online access).
