Poem, unless the author gave specific notation, can mean many things to many people. That is why poem is so fascinating and attractive. It may be a description of fog itself, or a feeling of fear, or a feeling of love, come and gone.

This is a poem written by Carl Sandburg. The author chose to use a cat as a metaphor for the fog (用貓比喻霧) because cats have always symbolized mystery or magic. We all know that cats come and go quietly.

Sometimes it becomes foggy before we realize what is happening; however, it can leave just as quickly when the sun rises.

The fog symbolizes our fear of the unknown because we can hardly see things clearly in the fog.

Therefore, the theme of this poem could be:
Our fear of unknown can suddenly appear like a cat, but it can leave quickly as we face our fears. (once we see there is nothing to be afraid of, our fears "move on")

A cat(personify) keep returning to visit the city and harbor,by hanging around,about a longing memory,a nostalgic feelings about her childhood for the past.
