In HK, the lawstates that a juror must be a resident of HK; aged between 21 and 65; notafflicted by blindness, deafness or other disability that could prevent him from serving as a juror; be of good character, and have a sufficient knowledge of the language in which the proceedings are tobe conducted to be able to understand the proceedings. The law does not prescribe how “linguistic competence” is to be measured, but the usual practice isto exclude from the jury pool thosewith an educational level below Form 7.So, in answer to your question, there is a verygood chance that someone with an education below university degree level bechosen to be a juror. In fact, I have personally seen a lot of non university-graduatechosen as jurors and they have mostly performed their duties well.
