wind question - dynamic meteorology - HELP!?

Is there any place on Earth at which the atmospheric flow can be the result of a balance between friction and the pressure gradient force?

I am thinking might be at the Equator. Moreover, that should also included gravitational force. I need some help with the dynamic meteorology.... thanks!
