Electromagnetic (EM) wave doesn't carry charge, but it is constituted by a electric field plus a magnetic field. Therefore, when the EM wave comes across a other electric field or a other magnetic field, is it really not affected by other electric field or other magnetic field ??

The answer to the two questions is NO.
Electromagentic wave itself is neutral. It doesn't not carry any charge, and hence is not affected by electric or magentic fields.
