its hard to find a new android 2.1 device at this moment. most product is running 2.3 and 4.0 in the market.any android phone can use talkbox and whatsapp.
$2000-$2500have many choices,all listed below can meet your requirement. (actually, some山寨機that only cost hundreds also ok)
