The 4-ohm resistor should be connected in such a way so as to reduce the total resistance of the circuit to the lowest value. Thus leads to the highest current, and hence the brightest of the bulb.
In any parallel connected, if the difference between the two resistors is large, then the equivalent resistance will be small.
Therefore, the 4-ohm resistor is best connected in parallel with the largest resistance, i.e. the 8-ohm resistor, so as to obtain the lowest equivalent resistance.
