在規則成立前犯

不論在社會、學校或任何機構，法律條例、校規或公司規例，只須遵守已例明的就行。反過來說，｛在規則成立前犯規則所訂明的｝，那時根本不算過犯，當然現在不能以此定罪或作秋後算帳之舉吧！

上面的英文先生想多了，任何國家都有不同的法律，即使都是civil law or common law的國家，相關條例內容大同小異，萬萬不可一概而論。

It depends on how the law is actually written and the court's interpretation (as in some cases, the law provides a grandfather provision to bring the validity of the law backward).

So it is difficult to say.
