Last night around 10:30 my dad was sitting on the sofa and listening to some music and I was lying on the floor just being bored (LOL!) My mom came into the room and said that we should go to bed then told my dad, "tell your daughter you love her." He grinned that goofy grin of his and said "If I win the lottery, I'll tell her that."
I don't get it. LOL! :/ Was he goofing when he said that or did he mean it?
Was my dad just joking when he refused to say "I love you" to me? Or was he serious? :/?

Based on what you stated, it sounds like a poor attempt to be funny. Not too successful.But if it really bothers you, then sit down with him and express those feelings to him. If he really does love you, he should affirm it for you at that point.
Doing so may also make him think a little more before makes statements like that in the future...

Some men just don't like to admit that they love there daughter when they really do. My dad is exactly the same, he teases me, play fights with me and shouts at me but I know he really loves me, he just dosent like to admit it, don't worry, sure he was just goofing :)
