There are manga with only chibi characters. If you want to pursue this style, you are free to do so. After all it's your work. However, you have to be aware of a few things:
1. Not all people find chibi cute.
2. Chibi style is appropriate for limited audience and story lines.
3. Chibi style comes out as rather "immature". I think chibi is a stepping stone towards a more formal art style. Stopping there and not trying to improve your art is killing your potential.
If you don't mind the limited amount of people who can appreciate your style, or if you don't strive for popularity, then you can go ahead and draw whatever you want. Note that popularity entails doing what OTHER people like over what YOU like. If they happen to coincide, good for you. XD
