why is it possible to quench a reaction by diluting the reaction mixture in cold water?

Diluting the reaction mixture lowers the concentration of reactants. As the concentration of the reactants falls, the rate of the reaction also decreases. Therefore, the reaction is said to be quenched.
On the other hand, cold water is added so the temperature of the reaction mixture is lowered, the rate of reaction decreases due to lower temperature. Therefore, combining the above two situations, the rate of the reaction sharply falls.
