Door of MK5 Passat does not open from outside, even if is unlocked. It does open from inside though.?

Any ideas please, it failed MOT because of that. What is wrong with it. Is like it does not catch when trying to open from outside.

The operating rod to the outside door handle came loose. Open the inside door panel and put the part back in place.
