I took the ACT exam and I passed it.
Does CUNY keeps the record and do I have to retake it?

You won't have to retake it (as long as you took it within the last five years. You might have to resubmit the scores.

I do not know what you mean by passing the ACT. There is no such thing as passing or failing this test.
You very well may need to submit the ACT scores again which you could request Queens College or the College Board to send./
