FAMILY [countable noun] = a group of people who are related to each other, especially a mother, father, and their children all living together :
He comes from a family of eight children.
A lot of the families living in this area are very poor.

Family is a collective noun. It refers to a group of people. We can use either singular or plural verb with most collective nouns. It depends on whether the family is seen as one unit or a group of people (made up of individuals).

We always use singular verb to talk about the whole group.

His family consists of four people.
The average family in Hong Kong is a great deal smaller than it used to be.
The family has agreed that the funeral should held in China.

Here the family is seen as a unit, not a group of people

A plural verb is more likely when we see the group of individuals, especially when talk about people’s thought and feelings.

The family are all gathering here for Christmas. (i.e. family members)
Three families are all gathering in our house for Christmas.

有時 verb singular or plural 都可以
A new family has/have moved in next door.
He's a native of Hong Kong but his family (= relatives in the past) come/comes from Shanghai.
