Pursuing transportation - What university programs should I choose? Trans. planning or Civil engineering?

I am a high school student and I'm very interested in pursuing transportation planning, managing related fields. (Plan routes, stuff like that).

However, I have huge problem knowing the difference between Transportation planning and transportation engineering. What are they about? What's the difference?

Some said I should study engineering undergrad. then study planning master. Is that a good route? (Don't I have to study planning undergrad. inorder to study planning master???) What program should I choose?

btw, is University of Toronto a decent university to pursue this field?

York University is the best IMHO for this sort of learning.

Planning entails the infrastructure, you have your wastewater, drainage, ditches, culverts, environmental constraints, zoning, involvement with municipalities, the MTO, and other agencies, and consultation with a transportation engineer.

Engineering would be a lot of maths and figuring out the best routes and consultation with a transportation planner.
