兩句都是正確,但意思稍微有點不同。

1.
Being totally relaxed is no better than being too tense.

表示“完全放鬆也沒有比過度緊張好到哪裡去”。
也就是說“完全放鬆”不一定比“過度緊張”好,但也不一定比較差。



2.
Being totally relaxed is not better than being too tense.

表示“完全放鬆好不過過度緊張”。
比上一句的態度肯定,這裡非常清楚的指明“完全放鬆”並沒有比“過度緊張”好!

這句話可能有點邏輯問題,因為being totally relaxed和being too tense是兩個完全相反的狀況,既然能得到兩者相同的結論,讓人聽起來有點強詞奪理的味道,即:黑和白沒有什麼不同!因為no better than的意思是:簡直是...;與...無異;只不過是..。這個詞組可能的使用狀況是:He is no better than a thief.他與小偷無異(他簡直是小偷)!用這個詞組的重點是相同處甚多。
Being totally relaxed is not better than being too tense這句比較合理。悲觀的人可能會有這種想法。這個詞組的意思是:不比...更好,再好也只不過是....。He is not better than a beggar.他比乞丐好不了多少。用這個詞組的重點是不同處不多。
