One thing to clarify before I answer your questions directly: You must add -ing to the verb after looking forward to. In this case, that is 'looking forward to meeting you'.

1. I am looking forward to meeting you
When you are very certain that the person you are meeting is going to come, let say, you two met an agreement to meet at certain time before.

2. I look forward to meeting you
Used if you are inviting the person you wish to meet, and that the person you wish to see does not necessarily have to come to meet you. You are only asking for his/her arrival, yet cannot be sure if he/she is coming or not.

Hope it helps. :)

both incorrect
looking forward to+ -ing (can't wait to)
I'm looking forward to meeting you
I look forward to meeting you(grammatically better)

I can say these two are both not correct.

The verb putting after the phrase "looking forward to" , needs to be +ing.

And I think it should be "I'm looking forward to meeting you."
