我覺得比較general的解釋應該是“慢慢的過馬路”。當然這要結合上下文才能得知這個“慢”是否達到龜速標準。

yes, it can mean that. However, it can also mean other things, depends upon the sentence around it. It just describes an action, why the person does that has no description.
