Brat is what you wanted. It is used on annoying, spoiled, irritating kids. Of course, mostly boys. However, military brats are not that negative.

I think, American don't like "ghost" that much, so in their language, they don't add "ghost". 幼稚鬼 is close to immature, childish, or naive, but no ghost.
