Why is she not taking any initiatives?

I had lunch with this girl last week, and it went well. I was the one who initiated everything. I emailed and called her to set up a lunch meeting. I emailed her afterward to say how enjoyed I was. I know she is interested in me, but why is she not taking any action like messaging me online when she sees me? Now, i'm planning a real date, and it's me again doing the men's job of initiating this. I really don't know what she is thinking.Tell me. Girls are weird.

When I set up the first lunch meeting, I went up to her and asked. She agreed. I only used email to let her know the location and called to make sure she got it.
