鄰居有位阿伯比人捉了掟垃圾，要罰1500，佢沒錢眼有淚光咁...,我覺得佢好可憐,請問可唔可以用其他仼何刑罰來代替罰款,只要不用錢就可以

Yes.If I am correct, court appearance is required.
So in that case, he can plead that he does not have any ability to pay.
The Court can order something else instead of fine, assuming he is telling the truth.

《公眾地方潔淨罪行條例》的罰則只是定額罰款$1500，並沒有交替的刑罰；如逾期不繳交罰款，將會被檢控，由法庭決定罰則。
