first define labelling effect and explore how it came about (origin/formation of this effect) what makes schools 'labelled' as top-notch or third-rate? what determines parents' choices of schools?

then study the details of the policy to see how it faciliates this labelling effect. does it allow schools to be more segragated? are parents more inclined to pursue EMI schools under this measure?
