You can identify with the Eastern countries - usually the language reflects the culture - but if your heritage is European, then you are too. Also, if you live in a culture long enough you can be considered being of that culture. For example, if you live in China for ten years, then you can say you're Chinese IN CULTURE, or a Chinese in way of life.
Unfortunately where you're born geographically determines much of your culture, until you change it.
