Can be both.

It depends on the nature of the subject.


If there are many things, then "the above are all the products we can supply..."
If there is only one thing or a collective of things, then "the above is just one of advices I can give you."

It depends what 'the above' refers to. If 'the above' refers to something singular or uncountable, (e.g. a video clip), then it is 'the above is' (e.g. the above is a video clip...) If 'the above' refers to something plural (e.g. a few suggestions), then we use 'the above are.....'
