It depends what 'the above' refers to. If 'the above' refers to something singular or uncountable, (e.g. a video clip), then it is 'the above is' (e.g. the above is a video clip...) If 'the above' refers to something plural (e.g. a few suggestions), then we use 'the above are.....'
