What Gary said about #2 and #3 are very true, but I never heard of US hospital uses Birth Certificate as a weapon for collecting medical fee.

It's all about Human Rights... It's by law that US hospital must admit person with Emergency situation... Well... They don't have to cure you, but just save you from Emergency.

If the parent does not want the baby, I am sure there are someone or organization wants him/her.

1. Birth Certificate.

If the parents do not pay, the hospital will not issue the hospital birth certificate so that they can't get the official one.

2. The actual stay

Unless there are complications, mothers and babies only stay 3 days.

3. Hospital Liability

The hospital's liability is if you owe the hospital's money, what they need to do is to stabilize you but not heal you.
