The licence plates of cars consist of 2 upper case letters followed by 4 digits,
in which first digit cannot be 0.
If letter I and O cannot be used and digits cannot be all same,then how many different licence plates are possible?

24 x 24 x (9000 - 9)

= 5178816

if letter I and O cannot be used, it remains 24 letters,
combination of 2 upper case letters : 24 x 24

if 1st digit cannot be 0, there are 9000 combinations from 1000 to 9999
and then less 9 combinations of all digits are same (1111, 2222 ...)
