Instruction in examination paper writes"use blue ballpen..........."
Does this statement imply:
1. No other color ballpen is allowed, only blue is allowed?
2. No other type of pen, such as fountain pen, is allowed, only ballpen is allowed?

The instruction given is not to be taken literally as Blue or Black is accepted - but no other colours nor ink nor pencil.The reason is that the papers are put through scanners which will only recognise dark impregnated inks from ball point pens.
Most forms for official purposes have the same instructions for the same reasons.
Blue or Black ballpoint only.

How odd ... I would say both, to be on the safe side: a blue ballpoint pen only. If you're still in doubt, ask the teacher. Does the paper actually say "ballpen" or ballpoint pen? Because there's no such thing as a "ballpen."

Blue because of the fact the clean summer season sky is my love. However "ballpen" is an unusual requirement, partly because there's no such word. "Ballpoint pen" would have been a lot clearer.
As it sounds like they're stuck in their ways, it's best to ask.

Use a ballpoint pen that has blue ink. Period.

You can use any type of pen you want and any colour of ink you want, but your exam won't be marked unless you use a blue ballpoint pen.
