To be my honest, your topic set is not a "researchable question" ( i.e. the question itself contains no elements in research ) which is not a good topic. And, how can you collect data from 7 million citizens? Questionnaire? Personally, this technique is abuse in use. If I am a L.S. teacher, I dislike to see questionnaire any more in the essay.

I would suggest you to change it a little bit as 《香港機場興建第三條跑道的利弊》. It leaves a space to judge whether it is beneficial or harmful to our economic points, with concrete points in analysis. Write it as a thesis with supportive evidences which you can find in large quantity from Yahoo Searcher Engine. I am pretty sure your essay can get high marks. Cheers!
