Fluorescence is the emission of light by a substance that has absorbed light or other electromagnetic radiation of a different wavelength.It is a form of luminescence. A common daily example is the use of phosphor in domestic "fluorescent tubes"(光管). The ultraviolet light emitted from the mercury vapour excites the phosphor and gives out visible light.As the flurorescent light that you see falls within the visible light range, it is not an "ionizing radiation".
