can my stepson who is from china get financial aid to go to college?

my stepson is here from China and came when my now wife got a fiancee visa he now has a green card. can he get a pell grant or student loan or help to go to college even though he is not from the USA?

US citizens and legal permanent residents can apply for financial aid for college. Aid is based on financial data of the parents plus expected earnings of the child during high school and college. You and your wife will have to complete the FAFSA form detailing financial data for the entire household. Financial aid is very scarce and demand is very high.
