I think the statement is not well written. It doesn't bring out the physical concept precisely.

Charles Law applies under the condition that the pressure of the gas is held constant. As such, any change in volume brings a change in temperature. According to the first law of thermodynamics, there must an energy exchange with the environment.

The statement is best re-written to read as: ".... in an experiment to verify CHARLES law,heat loss to the surroundings will not affect the results because it is not the purpose of Charles Law to deal with any energy change."

1. TEMPERATURE越大 ENERGY越大
2. KE of molecules(collision is higher) 增加, Average distance to move by each molecules 增加
3. Distance 增加 in 3D, Volume 增加
4. Heat loss to surroundings, Temperature decrease, Volume decrease also at same ratio at constant pressure.
5. So, V/T is constant. That's Charles Law
