A gas always possesses static pressure. This is due to bombardment of gas molecules onto a surface , e.g. the walls of a container. This pressure exists irrespective the air mass is moving or not.
Daily experience tells us that atmospheric pressure would not disappear on a day when there is no wind blowing.

Air flow gives dynamic pressure. This is similar to the situation when you are standing against the wind on a "typhoon day". The pressure acting on your body increases.
