the Rosenhan experiment concluded "It is clear that we cannot distinguish the sane from the insane in psychiatric hospitals". what about distinguishing sane from the insane outside of psychiatric hospitals?? meaning the same?

Yes, it means the same. How do you define sane? Where is the spot that divides the two? Don't tell me that you don't have a few friends who are different or eccentric.
