According to the answer,can I say that equivalent point is the point when either of the concentration of acid or alkaline is zero? If no, under what condition is my statement correct? Is it related to strong or weak acid(or base)?

equivalence point is irrelevant to strength of acid/base.
also, your statement is incorrect:
NOT "equivalent point is where EITHER of them is zero";
should be "... is where BOTH of them are zero".

if your statement is correct, then i could say that before the titration, it has already reached the equivalence point, as the conc. of acid/base (going to be added in) is zero.
also, when a largely excess of titrant is added (well beyond the end-point), the other reagent is all used up; can I say that the equivalence point is reached?

now you see the ridicule.
