d^2=(x－0)^2+(y－3)^2
=x^2+y^2－6y+9
=y^2+2+y^2－6y+9
=2y^2－6y+11
=2(y^2－3y)+11
=2(y^2－3y+9/4)+11-9/2
=2(y－3/2)^2+13/2
When y=3/2
d^2=13/2=26/4shortest distance=√26/2
