有時看到別人說某中學是band 2尾,又有人說這中學是band 1 頭

Why don't I put it this way - there is no an official list for the ranking.If you have questions about secondary school, what you can do is:
1. Ask your child's teacher in primary school.
2. Go to the secondary school and check it out.
3. Search internet (Usually a high-ranking school will have a better structure on their website due to the resource that they get).
