What do you think of someone who yells instead of talking?

They never speak in a normal pitch, they project their voice very loudly that it could be considered yelling.

lol not sure. they say the loudest one in the room is always the dumbest. they might be hard of hearing.

They're either deaf, ADHD, or have severely impeded socialization skills.

Are they deaf? or think what they are saying is more important than anything else? then I look for a hearing aid :)
