PhD help - recommendation letters?

Can a PhD answer my question? Am I supposed to get a professor to write a recommendation? Can it be someone at work who has a very high rank? or someone at work who has a PhD?

At least one letter should come from a professor, and if you have any research supervisors, send one from them as well. If your job is related to the topic of your PhD and the person is familiar with your potential to do research and contribute to the field, then a letter from them is good. But if the job isn't related and the PhD there can't say much about you, don't bother.
