It's very unlikely. A PhD takes 4-8 years to complete as a full-time student - part-time means your credits will start to expire before you're done with the program. Maybe a lower ranked school will let you, but not a top school - they are ranked based on how many students graduate, and they won't let you be part-time.

Why do you want to do part time? And what major? Most science programs will pay their students so working and paying for school is not an issue. They do this because of the extensive research and classes that need to be taken, working a side job is not an opium. If you are to do a PhD you have to give 110% effort.
