這是一個時式問題。1. 一個會議已經定於xx日舉行：
A meeting has been scheduled/ is scheduled for Friday.
講此話時個會未開；但已決定幾時開。
2. 將會決定一個會幾時開，講的時候仍未決定幾時開：
A meeting will be scheduled.
3. 當你同人講翻以前發生過或發生咗嘅事，就要用過去式：
今日係七月五日， 你想講翻六月一日決定在六月十日開會就可以話
A meeting was scheduled for 10 June.

當你表達一件沒有時間和空間因素的事實時，便用is scheduled：
The meeting is scheduled to gather all staff to discuss...
當你表達一個已過去編排了時間表事件時，便用was scheduled：
